Citizenship | - Must be a Singapore Citizen - At least 1 of the purchaser must be a Singapore Citizen or Singapore Permanent Resident - All singles must be Singapore Citizens if applying under the Joint Singles Scheme |
Family nucleus To qualify for the EC, must be under one of these eligibility schemes: | - Public Scheme - Fiance/Fiancee Scheme - Orphans Scheme - Joint Singles Scheme |
Age | - At least 21 years old - At least 35 years old, if applying under the Joint Singles Scheme |
Income ceiling | - Household income must not exceed the $14,000 |
Ownership of the property | - Must not own overseas property or private property locally - Private property have not disposed of any within the last 30 months - Must have not bought any new HDB/DBSS flat or EC, - Received CPF Housing Grant before - Have only bought 1 of these properties/ received 1 CPF Housing Grant |

Eligibility Scheme (Family Nucleus)
Public Scheme | - Form a family nucleus with any of the following : * Spouse, and Children (if any) * Parents, and siblings (if any) * Children under legal custody, care and control (for widowed/divorced applicants) - No change of people listed : applications under this scheme are valid if there are no changes to the people listed (not allowed to replace parents name with spouse or vice versa) - Dual-key EC as a multi-generation family : * married/engaged couple and parents/grandparents * widowed/divorced with children and parents/grandparents |
Fiance/Fiancee scheme | - Form a family nucleus with your spouse-to-be : * Submission of Marriaged Certificate : >> applied for CPF housing grant : submit copy of Married Certificate before taking possession of your EC >> did not apply for CPF housing grant : submit copy of Married Certificate within 3 months of taking possession of your EC - Written parental consent needed if spouse-to-do is 18 years old and above, but below 21 * that person must be listed as an essential occupier in the flat application * written consent from that person's parents/guardians must be submitted during EC selection - Special Marriage Licence needed if spouse-to-be is below 18 years old * following your flat application, you must obtain a Special Marriage Licence from the Ministry of Social and Family Development and submit during the EC selection - No change of people listed in the application *Applications under this scheme are only valid if there are no changes to the people listed. That means that in case of break-up, you are not allowed to later put in the name(s) of new spouse-to-be or your parents in the application, even if the previous spouse-to-be agrees. - If applying for a dual-key EC as a multi-generation family : * married/engaged couple and parents/grandparents * widowed/divorced with children and parents/grandparents |
Orphans Scheme | - You and your siblings are orphans and single (unmarried, divorced or widowed) : * all of the siblings that are single must be listed in the same application * at least 1 of the deceased parents was a Singapore Citizen or Singapore Permanent Resident |
Joint Singles Scheme | - Can be you plus up to 3 other co-applicants, and all must be : * single (unmarried, divorced or widowed * singapore citizens * at least 35 years old * applying jointly as co-applicants (CPF Housing Grant for singles are not available for buying EC) |

Employed Person | - Latest 3 months payslips. eg month of application and preceding 2 months or - Letter from employer certifying salaries for the month of application and the preceding 2 months. The letter must contain the : > company stamp/letterhead > certifying officer's name, signature and designation |
Self-employed person | - Latest LOA from IRAS or Statement of Annual Accounts certified by an audit firm and - Valid Accounting and Corporate Regulatory Authority (ACRA) Computer Information (Business Profile) or valid licence of trade |

Undischarged Bankrupt | - Official Assignee need to obtain if you are applying for an EC. If you are to be listed as an essential occupier, than you do not need so. |

Define First or Second Timer
First-timer applicant | - 1st timers will get to enjoy privileges and priority. * Purchasers will be treated as a first-timer application if you and any of the other listed owners and essential occupiers meet the following criteria: > Not the owner of a flat bought directly from HDB, or EC/ DBSS flat bought from a developer > Not sold a flat bought directly from HDB, or EC/ DBSS flat bought from a developer > Not received any CPF Housing Grant for the purchase of an HDB resale flat > Not taken any form of housing subsidy > If you are a second-timer and your spouse/spouse-to-be is a first-timer, both of you will enjoy first-timer privileges. |
Second-timer applicant | - 2nd timers will be treated if any of the following applies to you or any of the other listed owners and essential occupiers: * Have owned or sold any of the following: > HDB flat bought from HDB > Resale flat bought using a CPF Housing Grant >> EC/ DBSS flat bought from the developer > Once taken some form of housing subsidy |
